This card is a fancy fold card with a ‘belly band’ to keep it closed.

Below is a diagram of how the card base was cut.  Start with a piece of  cardstock that is 5-1/2 x 11″.  Score at 4-1/8″ and 8-3/8″.  Cut right side of cardstock as shown.
